Joanie Diggs tracked this one down to gnome-panel popping up tool tips. We've logged a bug (and checked in workaround) here: http://bugzilla.gnome.org/show_bug.cgi?id=368626 The good news is that we think this workaround will prevent gnome-panel from crashing when Orca is running.
