You have to install libespeak-dev. This will always be the case, because
Debian policy states that the library .so symlink only goes in the -dev
package, as its usually only needed for building packages against that
library.

Same as above.
Once espeak is built against gnome-speech, this will no longer be
required. If you can wait a week at most, all this should be done.
