Hello. The only one I can think of (but I don't know if it is accessible with speech...it does work with the screen magnifier) is Bluefish. You can get it via Synaptic or apt-get.
Also, Gedit has build in HTML syntax highlighting capabilities if you aren't looking for something too fancy. Bluefish has a lot of features, and ti seems quite stable. I was planning on creating a Web site at one point, but I had no idea as to what topic I'd base it on. Take care.
