Hi,
I just followed the 3 steps but nothing is changed. Orca speaks the same 
high speed. Do I need to do more things? It is a fresh installation of 
Jaunty on my desktop.

Try the following:

1) open a terminal session.

2) type:
touch ~/.pulse_a11y_nostart

3) Reboot your machine.
