I'm running Vinux 3.1 on this system, which is based on Ubuntu 10.10. I
use control+alt+tab to get to the bottom edge panel (I think I have to
hit this twice.) and then I tab over to the wireless network connection
applet. I think Vinux tweaked the desktop layout a bit, but I would
think a variation of the above would work.
If you're talking about a production system, then I'd suggest taking a
look at Vinux. This is a distro based on Ubuntu that has some of the
accessibility rough edges smoothed out for you. The URL to the Vinux

If you're talking about a production system, I wouldn't recommend Ubuntu
11.10. If you are running it though then I make sure to report the
problems you're seeing so they can be addressed in Ubuntu 12.04.
