The GNOME shell, in Ubuntu 13.04 seems to be 3.6, but Orca is 3.8. You can upgrade GNOME to 3.8 from an add-on ppa. Would you consider using the GNOME Shell respin of Ubuntu, instead of the default? Might you also consider a more-stable GNOME distro like Opensuse 12.3?
