Well I'm running 14.04 and the problem is not solved on my install. I also found the command that I thought I needed to run and it was this command
gconftool-2 -s -t bool /desktop/gnome/interface/accessibility true This did not fix the issue. i'm sure it is something simple I just don't know what the problem could be.
