I don't know the mailing list but I saw some conversation. Yes, Ubuntu currently has inaccessible installer, unfortunately. They are using flutter framework. But Flutter developers are aware of it and they are working on it.

Only way to install ubuntu for a totally blind person on his/her own is to use the ubuntu 18.04 installer and then to run do-release-upgrade.
