Whether it's truly a case of not having enough signal strength or some
other error I would expect my phone to give me some sort of an
explanation why the call could not be placed. Also if there is no signal
the dialer should inform the user that a call can not be made when
trying to place one. Therefore IMO this is not Invalid for the dialer.

  can't make outgoing call

Status in “dialer-app” package in Ubuntu:

Status in “ofono” package in Ubuntu:
  Incomplete

Bug description:
  with image 33 on mako I can't place outgoing calls. Incoming calls
  work, SMS works.

  20:13 < Wellark> placing a call fails
  20:13 < awe_> what do you see from the dialer?
  20:14 < awe_> hmm, if incoming calls works & sms too, then this is something 
new
  20:14 < Wellark> I enter the number, hit the green button, the dialer turns 
to the call UI and then 
                   after 1 sec it throws me to call log
  20:14 < Wellark> then selecting a number from call log
  20:15 < Wellark> it switches to call ui
  20:15 < Wellark> and throws me back to call log immediately
