  [dialer-app] No feedback when trying to make a call in flight mode

Bug description:
  If the device is in flight mode and the user tries to make a call, no
  feedback is provided.

  1) Enable flight mode
  2) open dialer-app and type a number
  3) press call button

  Expected behavior:
  Get notified it is impossible to make the call.

  Current behavior:
  Nothing happens

  -------UX comment------

  If the device is in flight mode and user presses the call button a popup 
appears asking user to disable it. The buttons on the popover should state 
CANCEL | DISABLE. 
  It should be possible to disable the flight mode directly from the popover 
because otherwise users will have to do it manually from system settings or 
indicators.
