  Down arrow key doesn’t transfer active focus from the address bar to
  the new tab view

Bug description:
  Steps to reproduce (on desktop, in wide mode):

   - launch webbrowser-app
   - press Ctrl+T to open a new blank tab, verify that the address bar has 
active focus
   - press the down arrow key

  Expected result: the new tab view gets active focus, you can navigate
  either the top sites grid or the bookmarks lists with the arrow keys.

  Current result: nothing happens, the address bar retains active focus.
