Title:
  Clearing browsing history while a new tab view is open crashes the
  browser

Bug description:
  This happens on phones and on desktop while in narrow mode, wide mode
  is unaffected.

  Steps to reproduce:
   - open a new tab, verify that there are top sites displayed (in a grid in 
the bottom half of the page)
   - open the settings from the drawer menu, go to "Privacy & permissions", tap 
"Clear Browsing History"
   - a confirmation dialog shows up, confirm

  Expected result: the navigation history is cleared, and the user is
  back on the "Privacy & permissions" settings screen

  Current result: the browser crashes. See attached backtrace.
