Mostly, I'm worried about corner cases with having multiple
namespaces, but I can't really think of a lot of concrete ones at the
moment, so maybe it's unfounded.
One thing that we may want to disallow is a developer publishing the
same app under different namespaces, mostly because it's error prone
and more likely to be abused, maybe, probably.  :)
