This is really a matter of what the artist wanted to do. If for example someone made a 1024x768 wallpaper using a 3d rendering program and realized it would take weeks to render a variety of sizes, they may just keep the one they made. Obviously photographic backgrounds have similar limitations - I only have a 2 megapixel camera, but that isn't going to stop me from submitting a wallpaper made only at a lower resolution. The only thing I can suggest is that you contact the author (or leave a comment for them) and ask if a larger size could be made available.
