A mouse is a perfectly good tool if you know how to use vectors. Personally, I prefer pen and pencil, then I scan and trace with a vector program. I find a pencil is more organic and easier to manipulate. Having said that, I do use a wacom tablet as well.
Frankly, it doesn't matter what you use, as long as your vectors are smooth and economical (ie. only use as many anchors as are absolutely necessary).
