The early discussions (when we were like 2 or 3 admins for the said site) before the art team finally got things rolling was move it to moin like all the other ubuntu sites to make it easier for community to upload their stuff as well as use the existing LP infrastructure for authentication. But in a real world case-scenario of unrestricted uploads, moderation does make sense.
