I am not on Linux now, but it is imagemagick - specifically montage

I used something like
montage -tile 5 -frame 5 -geometry 270 -montitor -label %f
infiles*.png outfile.png
Which does a montage with 5 columns (-tile), a frame of 5 pixels
around each image(-frame). Each image is resized to 270xwhatever.
-monitor means it shows us progress and -label %f gives the image name
as the file name

I am thinking of making a couple of scripts to be used as nautilus actions
'Resize this image to wiki size' and 'montage this folder'
But I'm not a bash guru.... If people think it'd be useful I'll have a
go sometime
