It is already GTK2, it's just that firstly your theme is only in your
user theme folder, i.e. ~/.themes, and secondly you're running Synaptic
as root rather than your normal user.

It actually works fine if you use system-installed themes (this includes
whatever themes you want to install in /usr/share/themes.
