Actually, downloading is the same as saving if you think about it, just from a remote location. The reason we went for a hard drive in tango-icon-theme and gnome-icon-theme is because we thought it's such a seldom used medium these days (14 year old kids don't know what it is :) ). It made more sense ten years ago when you actually used to save your data on floppies I guess.
