For this idea to work well it would need to utilize a compositing UI engine. Its probably best to just wait a bit until that end of things is more standardized. In this respect, OS's like Mac with its CoreImage/Quartz/etc have an advantage with a sort of enforced standardized way of doing such stuff.
So basically, smoothly-transitioned slideshow backgrounds would need to be a Compiz plug-in.
