It is actually not that hard to tweak existing theme engines (the hard thing is to write them, there are many many devils in the details). As I've stated a few times already having a clear list of simple items we would like fixed will make it much more likely that someone with the skills and motivation will write a patch suited for upstream (possibly me, but no promises ;-P).
The stuff that is much harder to change is the subtle user interaction things. Like being able to drag windows by mouse-dragging on unused parts of the menubars. See fx http://bugzilla.gnome.org/show_bug.cgi?id=500437 which is relevant for New Wave. Cheers, Mikkel
