Since people who use panels on the sides of their screens is a
corner-case it's really not a show-stopper. Ubuntu Studio has themed the
panel since Feisty without issue.

Great thing to find out would to see if a gtkrc could be written to be
aware of the panel's state and use a different image *or* rotate the
image to fit the panel.
