Not removed, it's now at https://wiki.ubuntu.com/Artwork/Incoming/Concepts/Panels_and_Bars It contains concepts that would require developer effort. Rather much of that for the mixed title/menbar idea. Even with dedicated developers, it would be very unlikely to be ready and tested in time for Karmic. The new Incoming/Concepts section exists for exactly this kind of proposal.
