Parity with GNOME's icon theme is actually a goal for 2.0 which should give us plenty of time to feel out any changes needed for GNOME 3. The goal for 1.0 is to fill all of the icons mentioned by the Freedesktop spec, which I don't see changing due to GNOME 3. It's a cross desktop standard used by GNOME, KDE, and others. GNOME will work to follow it for its base icons regardless of what else changes in GNOME 3.
