I don't know much about this but I figured it is because a smaller image for an icon on the panel doesn't exist, so I deleted all the icons that I had added to the panel, but it still stays at 32px (even though I manually set the panel height to 24px). Strangely, the wireless icon is still the original height, while the others are larger....
