the best way to do this would be to open a bug report on the default icon theme: https://bugs.launchpad.net/ubuntu/+source/ubuntu-mono (mostly panel icons and Ubuntu specific icons) https://bugs.launchpad.net/ubuntu/+source/humanity-icon-theme (rest of the icon theme)
And propose your change by attaching relevant screenshot and file alongside the bug description.
