Followed your advice and added the appropriate entry for VLC (which is
"VLC media player") but the app is still starting up maximised with Maximus.
 Any other advice?

Try adding just "VLC". Maximus does sub-string matching so that should be
enough.
Are there any other items in the list for exclude_class?

Actually - just realised that maximus my be checking the 'WM_CLASS' setting.
You can find that by running "xprop | grep WM_CLASS" but not all applications 
set that xproperty
