OK, so I got it figured. 10.04, on an eeePC 701SD will NOT authenticate to a 40bitWEP network with shared key authentication!
I tried 3 networks to which I had administrator access and on none of them would it authenticate. Every other combination available works. Given that WEP 40 shared is almost as insecure as no encryption, it's probably not a big problem. However, it did work in 9.04 and now it doesn't, so there has been some sort of regression.
