I think it's the underscore. Try resqueweb (and S20resqueweb).

I'm not sure what 100% sure runs /etc/rcX.d/, but i thought it was run-parts, 
which
has a man page. There's different behaviours of run-parts, too, not sure what 
behaviour applies to /etc/rcX.d/

Similar rules apply to any dir.d directory which is often handled by run-parts.
