Windows or Mac OS also don't ship with flash, java or all the audio and video codecs you will want. If you are curious it's a licencing issue, not a technical issue. I'm sorry I'm still unclear about exactly what you are looking to achieve in your internet cafe or even what an internet cafe specific distro would include (and exclude).
