Ok, first install the dependancies it lists there, some of which you should already have install because of Ubuntu. If you want a system-wide install you need to copy the contents of the tar.bz2 file into the /usr/local/bin directory, if you dont want a system-wide install, just put the contents of that file into your home directory.
For step 2: all you need to do is run this in a terminal for a system-wide install: export PANDO_HOME=/usr/bin/local/pandodl OR wherever you put the 'pandodl' directory. As for the values in the config file: Unless you are using a proxy ignore the proxy values, and for the other two values i would have a look at Pando's docs for those.
