Hi Anthony, using Skype daily, I have the same experience. It seems that the test call stuck sometimes or is just not approachable. I can't say what happened, but it has definitely nothing to do with your settings. The problem occurs on Linux and Windows equally. I got the feeling that the whole service dropped over the last months, because we also had problems with the paid services of Skype without getting any apologize or credit notes for not delivered services.
