That would break breezy since libcairo1-dev is obsolete and not in
Breezy any more.

I'm not sure what it does, but it is certainly there for a reason, so
we shouldn't just throw it away.

That's certainly easy.

However, it seems that we can't apply all three changes, and since
Breezy is released, it is too late anyway.

Also, it seems obsolete to me anyway. Do you still want to do Hoary
backports, now that Breezy is released?
