Normally debug symbols packages are not uploaded to the same archive as the actual package. They go to a separate archive. See https://wiki.ubuntu.com/Debug%20Symbol%20Packages for the background. I assume the scripts that upload to the ppa strip them off in a similar manner. Anyway, this shouldn't be a blocker, as the old manual -dbg packages were only ever optional for the maintainer to provide.
