[ I'm CCing you here after approving your post, but remember that ubuntu
mailing lists, opposed to debian's, require/expect a subscription ]

The backports process in Ubuntu is being restructured and will likely
restart in the next few days/weeks.
There is not yet documentation written regarding the new procedure.

In the new process you'll need to find an Ubuntu Developer willing to
sponsor your backport, and have it uploaded; not really dissimilar to
how, as a non-DD, you'd look for a sponsor in Debian.
To find a sponsor, this is the relevant documentation:
https://wiki.ubuntu.com/MOTU/Sponsorship/SponsorsQueue

To find more about when the new backports procedure will start, and the
details, I recommend you subscribe to this ML, where we'll announce it.
