The backports process in Ubuntu is being restructured and will likely restart in the next few days/weeks. There is not yet documentation written regarding the new procedure. In the new process you'll need to find an Ubuntu Developer willing to sponsor your backport, and have it uploaded; not really dissimilar to how, as a non-DD, you'd look for a sponsor in Debian.
