Dappar Drake was Long Time Support(LTS) Release. And Edgy was one kind of Experimental, so had stability problem and lots of bugs, So that version was not for average users so the developer decided not to release it to everyone through Shipit cd and also They didn't want to screw their LTS version either. Only those wanted to test it would download it and use it at their own risk, but for others sticking to Dapper was recommended. If my memory serves me right every X.04 version would be experimental and X.10 versions will be more available and stable release.
