as far I understand, wubi lets you boot up Ubuntu using the Windows boot loader. It creates a virtual disk and boots to that disk, everything gets installed there. No Its not Virtual machine. So there should not be any noticable performance loss. but if the disk image gets corrupted you lose the installation. its a good way to tryout Ubuntu, I guess.
