Till now, No! With the generic graphics drivers, it is quite difficult to support this kind of feature. However, I found a post on how to make a screensaver your wallpaper here: http://lifehacker.com/299410/use-a-screensaver-as-desktop-wallpaper You can try this at your own risk (I never tried, so if it does not work; I am not responsible :P).
Also, I don't understand why some one would want a video wall paper- it would be quite distracting.
