Well, obviously QA check is a issue. But it can be sorted out. Expanding Money is not an issue. If we could provide CD / DVDs of OS in past without expending big money, then it can be also distributed by that way, I guess. As I am lucky enough to have some field experiences of distributing Distro to people from different places and positions in person, I had a privilege to talk to them and know their feelings. A significant number of them complained about internet speed and explained why they could not download the Distro by themselves. Then all are asking that, is their anyway to get and install softwares for Ubuntu without internet. And definitely I had to answer them, 'No' and followed by explaining the constraints about offline repo. But continuous request on same topic from different people (who are not connected to each other) forced me to give a rethink about this matter. Well, at-least we can give it a try. Personally I am interested to run a pilot project.
