In fact, if you make a phonecall to Dell, you can ask for a Latitude without Windows. They give a discount of 50 € then. For Inspiron, this is not possible as far as I know. Two years ago, as computer responsible of a student organisation, VTK, I sold computers without OS (or with FreeDOS) to students directly from Dell. No problem for Latitude.
