When an USB 3.0 device is plugged in an USB 2.0 controller it will work
at USB 2.0 speeds.

But if you have/put an USB 3.0 controller in your PC, it probably
doesn't work at all before you install extra drivers.  (Of course those
extra drivers will be included in the original install by the
manufacturer, and if you're lucky the drivers are also available on a CD
or such.)

In any case, computers without USB 3.0 are still being sold *now*, so
USB 2.0 will be around for quite some time, simply because most people
don't have USB 3.0.
