Dev files, even binaries, can be stored in Launchpad Bazaar branch hosting. If you prefer Git, on GitHub or Gitorious. For others files, we may be able to setup an easy solution to let some members to upload files on our web server at ubuntu-be (if only a few trusted members need it, we can grant them SSH access to the server), I think we have enough free disk space for that. Or are you asking about a central place to store tangible things in the material world?
