Percebi que o mirror brasileiro não está mais usando a pasta ubuntu após o domínio. Para fazer o apt-get funcionar no mirror brasileiro é só editar o arquivo /etc/apt-get/sourcer.list e mudar a url de http://br.archive.ubuntu.com/ubuntu/<http://br.archive.ubuntu.com/ubuntu/pool/multiverse/r/rar/rar_3.6.0-0ubuntu1%7Eedgy1_i386.deb>para http://br.archive.ubuntu.com/<http://br.archive.ubuntu.com/ubuntu/pool/multiverse/r/rar/rar_3.6.0-0ubuntu1%7Eedgy1_i386.deb>e depois executar o comando: sudo apt-get update
