Kiwinote: Theoretically, each package (even which Ubuntu is the upstream) could have its own importance description. The thing that we need in launchpad bugs is the consistency. It would cause way too much confusion to let each package have its own importance descriptions. This is the reason why there are guidelines in the wiki. The less confusion the better.
If there are times in which you feel a bug needs more importance than the guidelines, this is something that you could discuss with the devs of the package, and I imagine if they agree they'll work with you to get the bug fixed. Wait a couple weeks and reapply. With the improvements hggdh and myself have mentioned, you can be a really good triager. I look forward to your next application. ~Brian C.
