Public bug reported:

All vorbis-tools has to do is call a simple dbus method when oggenc
starts encoding and a simple dbus method when it's finished. This way
Gnome-Power-Manager doesn't auto-suspend or power-down while encoding is
taking place.

While individual encodings do not take very long, oggenc is often used
in scripts that can be going for a long time. I personally encode entire
DVDs of FLACs (my CDs) into Vorbis at a time.

See https://wiki.ubuntu.com/GnomePowerManagerInactiveSleep for more
information.
