debconf is unusual in that it needs to be effectively Essential;
debconf.py needs to be available before dependencies are processed,
which is why it has to be in the debconf package rather than in
python2.3-debconf or whatever as would be more conventional. I expect
that this will eventually be resolved by the new python-support stuff
that will let us install just one debconf.py and have it byte-compiled
for all versions of python that are installed, but in the meantime I
don't intend to introduce divergence from Debian on this.
