Dapper is dapper. It can't have kernel from Breezy, CUPS from Sarge and Gnome from Sid. You can create system like that, but it isn't Dapper.
If you had problems with upgrade you should report that (as another bug). I could even agree with you that ubuntu-desktop/-minimal/-standard should depend on linux-686/386, but this isn't related to CUPS in any way.
