Public bug reported:

I could have sworn I saw a bug on this a while ago.  I really can't find
it now so...

When XEmacs is started with a file, the buffer displayed should be the
file.  Currently, with one file passed as a command line argument,
XEmacs opens the *Scratch* buffer and you have to manually switch
buffers to the file.  With > 1 file, it opens 2 buffers: 1 is *scratch*,
the other is one of the documents

Note: the original reporter indicated the bug was in package 'xemacs';
however, that package was not published in Ubuntu.
