Public bug reported:

I have confirmed this with ne2k-pci and 3c59x modules, with 3c905 and
3c590 cards. The modules initialize fine, and everything looks good in
the kernel messages, but they don't grab an IRQ - eth0 fails to show up
in /proc/interrupts and any attempt to use eth0 with ifconfig or similar
tools produces "no such device" or similar error messages. Earlier
kernels than 2.6.15 work fine - breezy and warty both worked fine on
these boxes (I have five of them). Oddly enough, I have one 3c905 card
that seems to work fine, even with the newest kernel. I have been unable
to discern the difference - lspci shows exactly the same info as for the
other cards that don't work with this kernel.
