Public bug reported:

I have about a dozen filesystems on my machine, and so it's a fairly
common occurrence that one or the other needs an fsck after the mount
count is exceeded. With most, there is a visible text/ASCII progress bar
that shows up in the console. However, this weekend, the root filesystem
needed checking and there was no visible indication of progress except a
solid 'disk-activity' light on the front of the computer. Since this
process takes ~one minute, I thought the system had hung and rebooted to
Windows (had to get on net).

On a subsequent boot, I allowed the startup to proceed without
interruption, and noticed an occasional flicker in the disk activity
light indicating that it was actually working and wasn't just a locked
IDE bus. After the filesystem had completed its check the system came up
normally. Some user feedback that the root filesystem is being checked
would be a good idea.

** Affects: Ubuntu
     Importance: Untriaged
